The initiative, which is being touted as one of the most comprehensive affordable housing efforts in the country, will build 20,000 new affordable housing units by 2030, focusing on areas with the highest concentrations of homelessness and housing insecurity. A Multi-Pronged Approach to End Homelessness

The LAAHI will focus on several key components to ensure its success:
Affordable Housing Development: The city will break ground on new, low-cost housing projects across Los Angeles, prioritizing formerly homeless individuals, veterans, and low-income families. The initiative will include the construction of mixed-use developments that offer not only affordable apartments but also essential services such as healthcare clinics, job training programs, and child care facilities.

Rehabilitation of Vacant Properties: In addition to new construction, the city will repurpose vacant or underutilized buildings, including office spaces, malls, and hotels, into affordable housing. This approach aims to make use of existing infrastructure while minimizing construction costs and environmental impact.

Expanded Rental Assistance Programs: LAAHI will also expand programs that help renters avoid eviction by providing rental subsidies, legal support for tenants facing unjust evictions, and funding for rent stabilization programs.

Supportive Services for the Homeless: The initiative will offer wraparound services that go beyond just housing, including mental health support, substance abuse treatment, job placement, and life skills coaching. Encampment-to-Housing Transitions: A key part of the initiative is the Encampment-to-Housing Transition Program, which will work directly with those living in homeless encampments to provide safe, dignified housing alternatives. Outreach teams will offer immediate relocation assistance and access to supportive services for individuals ready to transition off the streets.

A Historic Investment in the City’s Future
The LAAHI is backed by a $3 billion investment, which will come from a combination of state funds, federal grants, and private-sector partnerships. A significant portion of the funding will be allocated to building new homes in areas of Los Angeles with the highest levels of homelessness, such as Skid Row, South LA, and Venice Beach.
